A meeting to promote “Excellence Action Plan for China’s STM Journals” program is held in Beijing on April 20, 2021.
Huai Jinpeng, executive vice president and chief executive secretary of the China Association for Science and Technology (CAST) and academician of the Chinese Academy of Sciences (CAS), and Yang Wei, director of the expert committee on construction of world-class STM journals, attended the meeting and delivered a speech respectively.
Xiang Changle, member of the expert committee and executive deputy secretary of Beijing Institute of Technology (BIT) and academician of the CAS, Chen Jianfeng, secretary general and academician of the Chinese Academy of Engineering (CAE), Chen Xuedong, deputy general manager and chief engineer of China National Machinery Industry Corporation Ltd (Sinomach) and academician of the CAE, Gao Wen, director of Peng Cheng Laboratory (PCL) and academician of the CAE, and Li Jun, vice president of China Periodicals Association (CPA), attended the meeting.
The meeting was presided over by Lyu Zhaoping, executive secretary of CAST.
With the aim to implement President Xi Jinping’s instructions on running first-class academic journals and promote the high-quality development of China’s STM journals, the meeting summarized the achievements of the “Excellence Action Plan for China’s STM Journals” program, and discussed the status quo and challenges faced at present to speed up the progress of the journals selected by the Program to advanced international level.

At the meeting, representatives of six journals including Engineering, National Science Review (NSR), Cell Research, Light: Science and Application, Proceedings of the CSEE, and Electrochemical Energy Reviews, made presentations respectively and shared their views and experiences on forming high-level team of editors and editorial board, soliciting first-class original papers and top-notch reviews, planning topic special issues and hot columns, and launching brand programs of academic conferences, competitions and seminars.
Six experts, including Yang Wei, Xiang Changle, Chen Jianfeng, Chen Xuedong, Gao Wen, and Li Jun, discussed with the presenters of the journals and gave their comments and suggestions on each of the journal’s academic functions and upgrading to international-level publications.
More than 340 representatives from the selected journals of the Program were divided into 7 groups and exchanged ideas.
22 journals made reports in the groups respectively, focusing on topics of improving journal’s quality, promoting their international influences, publishing ethics construction, improving the efficiency of peer review and editorial team construction.
The Publicity Department of the CPC Central Committee, the Ministry of Education, the Ministry of Science and Technology, the Ministry of Finance, the CAS, the CAE, the National Natural Science Foundation of China, the National Health Commission and other units sent representatives to participate in the meeting.
The plenary session of the meeting was live-streamed on platforms of CAST’s official Wechat account CAST Today and “Innovation China”.
The “Excellence Action Plan for China’s STM Journals” program was jointly launched by CAST and other six organizations in 2019, selecting 22 leading journals and 228 backup journals for assistance, and supporting 30 high-start journals each year.
The Program established mechanisms of dynamic monitoring, quarterly reports, expert comments, research and supervision, training and exchanges, and evaluation system to promote the development of China’s STM journals and achieved positive results in the past two years.
With the support of the Program, 29 journals have been ranked among the top 10%, 12 among the top 5% in their respective disciplines worldwide, and 8 journals have been ranked among the top 5 in their disciplines.
In 2020, among the top 100 institutions in the global ranking of Essential Science Indicators (ESI) top papers, 78 institutions have published totally 1,965 papers in leading journals, with an increase of 39% compared to the number in 2019.
Publishing clusters and digital transformation of journals are steadily advancing and a sound ecosystem of group linkage, platform support, integrated development and open cooperation has taken shape.
